We’ve noticed from the forum that there are a few requests each year for an ILR template, like the 16/17 ILR template we published this week. It would be useful to understand how providers are using these templates – is it to print and capture ILR data or just to double check that your enrolment processes capture everything? Monitoring the Funding Rules 2015 to 2016
As part of our ongoing financial assurance work, we recently published a new suite of funding monitoring reports to support colleges and training organisations in ensuring their data is correct. These reports are available through the Hub using the ‘BI Tools’ tab, and give you faster and direct access to your data, which you need to check for accuracy.
We have now refreshed these reports to include R11 data, and have also launched some new features. These include a return filter and improved summary page calculations which provide unique cash values and learning aim record counts. We have also updated the user guide and known issues log with additional advice and guidance to support you.
You must review this data to determine whether any data corrections are needed in your next ILR submission. Where the data is correct, you must ensure that you have the evidence to justify the funding claimed. This includes ensuring that any subcontractors also meet this requirement.

Skills Funding Service: 2016 to 2017 Contracts
Last week, we issued the contracts for the 2016 to 2017 funding year for the following programmes using the Skills Funding Service (SFS):
- Adult Education Budget
- 16 to 18 apprenticeships/traineeships
- 19+ apprenticeships
You need to sign your contract(s) on SFS by the following deadlines:
- 4.00pm on Wednesday, 3 August – pay on profile providers
- 4.00pm on Monday, 5 September – pay on actuals providers
Your staff need to register to use the service and sign contracts online. Further information about user roles and how to apply for them is available on feconnect

Reminder – Apprenticeship Reforms: Withdrawal of Frameworks Consultation
As part of our apprenticeship reforms work, we have launched a consultation on the withdrawal of the third batch of apprenticeship frameworks.
In March, we withdrew the first batch of apprenticeship frameworks as there were no starts, and in May, following consultation with issuing authorities, we withdrew the second batch. The consultation will run from Wednesday, 6 July to Wednesday, 3 August.
We will review the feedback and announce the final list for withdrawal in September. The proposed date for withdrawing these frameworks for new starts is 1 April 2017.
