We have a couple of ILR updates to share with you, including this week’s publications and an update on known validation issues.
This month’s issue of Inform contains articles about completing the 2015 to 2016 R14 final ILR return and guidance about recording planned hours when returning closed aims in 2016 to 2017.
ILR Specification version 3
We have published version 3 of the ILR specification for 2016 to 2017. This contains updated requirements relating to the apprenticeship funding changes that come into effect from 1 May 2017. These changes apply to all funded apprenticeship programmes that start on or after 1 May 2017, including both frameworks and standards.
There are a small number of other updates in the ILR specification that are not related to the apprenticeship changes. These updates include updates to the collection requirements and guidance clarifications for a small number of fields.
ILR Provider support manual version 2
Earlier in the week we published version 2 of the provider support manual for 2016 to 2017. In this version you will find updated information about Learning difficulty assessments (LDAs) and Education, Health and Care (EHC) plans and a small number of other changes.
Please note this version of the support manual does not include information about the apprenticeship changes from May 2017. We will publish guidance about returning ILR data from May 2017 later in the academic year.
Following feedback, we have also included additional information about the requirements to migrate closed aims from 2015 to 2016 into your 2016 to 2017 ILR returns.
You will need to migrate records (including learner, learning delivery and destination records) from 2015 to 2016 into 2016 to 2017 for the following learners.
- When all of the learner’s aims are closed and Outcome code 8 (Learning activities complete but outcome not yet known) has been recorded in 2015 to 2016, and the Outcome is still not known by the R14 hard close. You must migrate all of the closed learning aims and any associated destination records into 2016 to 2017. The Outcome can be updated in 2016 to 2017 once it becomes known. This includes data for learners who have finished their traineeship programme but their six month destination is not yet known.
- For ESF learners, all closed aims and any associated destination records must continue to be returned until the end of the ESF programme.
- For traineeship learners with closed programme aims but continuing English or maths aims, you must migrate the closed programme aim, the continuing English or maths aim and any associate destination records into 2016 to 2017.

ILR Validation Known Issues: R02
There are a number of known issues affecting validation of 2016 to 2017 ILR returns. Inform issue 111 includes an article containing further details about these known issues.
Where possible, we have temporarily set rules affected by a known issue to a warning instead of an error. Once these issues are resolved, the rules will be set to errors again.

The DateOfBirth_48 known issue is also affecting 2015 to 2016 ILR returns and is triggering incorrectly in some circumstances. If this error is appearing on your 2015 to 2016 rule violation reports, please check your data: where DateOfBirth_48 is triggering correctly, the R14 final return will be your last opportunity to correct this data for 2015 to 2016.
