    Good morning

    Would anyone be able to advise on the below situation?

    We have a 19+ learner who started with another training academy in January and would like to transfer to us

    My question is, as they will be a start with us post May, are we required to obtain the 10% Employer Contribution?
    Or would we code them as a restart with the FM35 attached?

    As a restart on FM35, see the ILR Provider Support Manual for guidance.




    Looking for similar advice on this. I understand that we need to follow the provider support manual and code the learners as FM using the restart indicator and original learning start date. However if we identify that there has been no progress with the previous provider and we are unable to evidence any RPL that would allow us to reduce the funding, can this be still classed as a transfer or would it be a new start and recorded on FM36?

    The Funding adjustment for prior learning for transfers is the proportion of the learning aim still to be delivered and it is up to you to determine this at initial assessment. This is not a time based calculation derived from the previous episode with the original provider so it can be any percentage that you can evidence.
