If an employee of a France based company is working in England for 75% of their time or more 1) are they eligible for Apprenticeship funding as an EEA resident working here above the minimum hours threshold? 2) what happens about levy if they are a large company because their payroll could be in France outside of HMRC jurisdiction? Does this make them ineligible? I am assuming that if they are eligible and it isn’t a levy payer size company we would have to bill them for 10% Any thoughts anyone?
