    Hi all can someone just clarify if a learner restarts an apprenticeship mid September are they counted as a withdrawal in 17/18 QAR figures.

    Learner has been on maternity and returned just trying to work out if they will fall into 17/18 as a withdrawal or have we got till R04 18/19 to report restarts.

    The criteria for the QAR 17/18 is:

    We treat learning aims as withdrawals for the overall QAR methodology where they have a completion status of 6 (‘Learner has temporarily withdrawn from the aim due to an agreed break in learning’) and where either:
    a They do not have a corresponding restart record in the same funding year or in the following two funding years, OR
    b The planned break recorded in the R14 ILR return for 2016 to 2017 has no corresponding restart record in the R04 ILR return of 2018 to 2019.

    So if learners on a break in 17/18 are restarting now up until R04 are they classed as continuing ?

    Hi Sarah,
    A learner is only included in the QAR when they are a leaver, for a returner from a BIL they will have a new planned end date that determines the hybrid end year when they leave.
