    Just hit this problem with an Adult Education Budget 19-23 learner wanting to do a level 2 Prince’s Trust qualification (learner’s prior achievement is level 1) but he isn’t eligible for the level 2 as it is listed as a Local Flexibility – it isn’t a Legal Entitlement (see paragraph 40 of AEB rules). Perversely, it seems if he already had a full level 2 then he could be fully funded to do this aim. So the barrier to him doing this level 2 is the fact that he hasn’t already got a level 2???? Should such a barrier exist?

    You are correct it isn’t a Legal Entitlement and that’s the rule.

    Hi Alan

    Yes, that’s the stupid stupid rule, such a shame for that tiny group of learners. No reasonable explanation has been given for this decision…

    My understanding is that he would also become fundable again on this qual once he turns 24.
