We have a learner who started in April 2017 and was due to achieve April 2018, they have since been identified as not undertaking any learner since starting on programme, so have been withdrawn back to start date. Technically they should have been excluded from the 16/17 QAR but as the record was not updated for hard close, I wanted to clarify if anyone knew if they would have a negative impact on the 17/18 QAR.
My understanding is that it would count them in the hybrid year but should automatically exclude them as they haven’t been on programme for 42 days?
I’ve not come across this before and wanted to check if anyone knew.
We’ve found another learner who started 13/05/15, who was withdrawn back to start date on 19/10/17.
This learner has been included in the 16/17 QAR and hasn’t been excluded as we would have expected based on them not being on programme for 42 days.
Not sure on this but first check if is recorded as a ‘QAR Inclusions’ if it is check if it is recorded as an ‘Overdue_Continuing_Aim’, if it is even though you think you have correctly adjusted the record the QAR may be reflecting the fact that you did draw down the funding and that this type of backdated adjustment cannot be retrospectively reflected in the QAR.
