    Hi

We have a learner who started in April 2017 and was due to achieve April 2018, they have since been identified as not undertaking any learner since starting on programme, so have been withdrawn back to start date. Technically they should have been excluded from the 16/17 QAR but as the record was not updated for hard close, I wanted to clarify if anyone knew if they would have a negative impact on the 17/18 QAR.

My understanding is that it would count them in the hybrid year but should automatically exclude them as they haven’t been on programme for 42 days?

I’ve not come across this before and wanted to check if anyone knew.

    Many thanks

    Janice

    Hi Janice,
You are correct in that it would be excluded.

    Hi Martin

Is this a change to the 17/18 QAR calculation?

We’ve found another learner who started 13/05/15, who was withdrawn back to start date on 19/10/17.
This learner has been included in the 16/17 QAR and hasn’t been excluded as we would have expected based on them not being on programme for 42 days.

    Many thanks

    Hi Janice,
Not sure on this but first check if is recorded as a ‘QAR Inclusions’ if it is check if it is recorded as an ‘Overdue_Continuing_Aim’, if it is even though you think you have correctly adjusted the record the QAR may be reflecting the fact that you did draw down the funding and that this type of backdated adjustment cannot be retrospectively reflected in the QAR.

    Hi Martin

Its ‘QAR Inclusion’ and the Overdue Continuing Aim is recorded as 1.

So based on this we have to assume that learners backdated to start date that cross over contract years are included and not excluded based on the 42 day rule.

    Thanks

    Hi Janice,

have you checked the final export file for R14 for the 16/17 contract year?

    was the learner data exported?

If not then the learner may be included in your QAR data as an ‘auto term’ due to not exporting a learner that was live in the previous year.

    Kind rgeards
