    I am wondering if anyone has come across the issue where a learner has previously achieved a Level 3 Technical Certificate when starting on an Advanced Apprenticeship in Engineering.

    Prior to the 1st May 2017 we would start the learner on the apprenticeship and claim down funding for the NVQ level 3 and functional skills without claiming the tech cert that they had already achieved. Now after 1st May with the funding changes, the framework value is just against that framework and not per qualification so how would we reduce the value for prior learning?

    You do not reduce the funding, as the negotiated price would only cover what is to be delivered.

    We’ve got something like this situation already. Like Martin says, we’ve reduced the negotiated rate because of it, and made some clearly documented notes about how we came to that figure. Especially important if they’re non-levy paying, as auditors would want you to be able to justify why you’re claiming the funding you are. There won’t be any nice easy calculation sadly.
