    Good Morning – Would anyone be able to clarify as to whether or not you can deal with a sub contractor if they do not appear on ROATP please?

    Only if their total funding (indirect and direct) from the ESFA is less than £100k per year.

    Hi Donna,
    Special conditions apply for subcontractors not on RoATP and in addition to the general conditions that apply to subcontracting in the funding rules the following applies:

    P185. You must ensure that you are not one of a number of organisations making payments to any organisation not on the Register of Apprenticeship Training Providers where the total apprenticeship funding they receive exceeds £100,000 in any one year. We will place restrictions on your future use of delivery subcontractors if this happens.

    On a related topic then, does anyone know when / if the ROTP (not for apprenticeships, just general register) will open again? Having not had it open is stopping any new providers register for the opportunity to increase their subcontracted value or become a provider at all – which limits the pool of subcontractors that we have to choose from

    That was my point on another thread PJM001. We are finding it a massive barrier to the delivery already and we’ve only just started.

    Hi,
    Although the ESFA recognises that subcontracting has an important role to play in delivering quality learning to apprentices and adult learners in recent years, they have strengthened their rules around subcontracting.

    Currently the ESFA are undertaking further work to develop their expectation about the service but do not expect any changes before 2019.

    I would not expect ROTO would be open again before then, but they have left it open in the funding rules to do a refresh.
