Individualised Learner Record (ILR) data is collected from FE and Skills providers funded by co-financed European Social Funds (ESF), or that are in receipt of funding from the Skills Funding Agency and/or the Education Funding Agency (EFA). The ILR specification defines what learner and learning data is collected for each academic year from 1 August to 31 July.

Further Education (FE) and Skills sector providers have to collect and return a range of data, as specified by the Individualised Learner Record (ILR). The data collected is used by organisations in the sector to ensure that public money is being spent in line with government targets for quality and value-for-money, for future planning and to make the case for the sector in seeking further funding.
